Dr. Nomita Halder is a careerist civil servant and belongs to Bangladesh Civil Service 1985 batch. She joined the BCS Administration cadre on 15 February 1988. Her home district is Bagerhat. Starting her career as a Magistrate, she worked both at local and central government level in different capacities. As a probationer she was posted in Jamalpur Collectorate. Along with the criminal case trial, she served under the revenue administration there. She was posted as Upazila Nirbahi Officer in Rangpur Sadar Upazila where she was actively engaged in the campaign of Total Literacy Movement (TLM). Day to day administration and work with rural disadvantaged people was her prior function. Later she served as an Additional District Magistrate (ADM) in Jamalpur district. In the central government functionaries, she worked in different capacities starting from Senior Assistant Secretary to Additional Secretary in the ministries of Local Government and Cooperatives, Youth and Sports, Women and Children Affairs, Industries and Office of the Prime Minister. She was the Private Secretary to the Honorable Prime Minister. In July 2017 she was promoted as Secretary and appointed to the Ministry of Expatriates’ Welfare & Overseas Employment. She was a successful Project Director named Empowerment and Protection of Children (EPC) under the Ministry of Women and Children Affairs. Running of adolescent clubs in rural areas by peer leaders was an effective way of disseminating information on women’s rights and their empowerment. Awareness building against child marriage, dowry, children and women trafficking, all kinds of abuse and violence were the significant tasks of this project. There she came across to interact with the development partners and UN agencies. She has special preference to work with vulnerable, disadvantaged and
marginalized poor women and children. Dr Halder has got 31 years experience on top management; both in policy and implementation levels. She has developed excellent negotiation skills through continuous engagement with governmental and international agencies. She is result driven and career-oriented with a target for excellence. She has strong interpersonal and analytical skills and passionate about promoting human rights issues. Dr. Nomita Halder was graduated in Agriculture from Bangladesh Agricultural University. Later she did an MA on Development Administration from the Australian National University and finally she did her PhD on ‘Effective Representation of Women Legislators in Parliaments’ from the University of Canterbury, Christchurch, New Zealand.Dr Halder attended all mandatory and other professional training courses designed for Bangladesh Civil Service. They are Foundation, Law and Administration, Survey and Settlement, ACAD, MATT 2, NDC etc. Dr Nomita Halder is happily married and her husband is a renowned agricultural scientist. Her hobbies are singing, gardening and travelling.
